Title: Principal Estimator, Price-to-Win Belong. Connect. Grow. with KBR! KBR’s Mission Technologies Solutions (MTS) business segment is building an internal Competitive Intelligence and Price to Win capability. The new team will collaborate with our Business Development and Pricing organizations to develop proposal strategies based on objective information and analysis. We are looking for a Principal Estimator to join the team and help us win more Base Operations Support (BOS) and Facility Operations & Maintenance programs. The Principal Estimator for Price‑to‑Win (PTW) leads the development of rationale, defensible, but competitive pricing and Basis of Estimate (BOE) models for U.S. Government Base Operations Support (BOS) and Facility Operations & Maintenance programs. The Principal Estimator will use workload information, asset counts, facility population, historical delivery models, and other information to develop labor, material, equipment, travel and ODC estimates.  Those estimates will reflect competitors’ likely approaches to the project and will be informed by observed competitor bid behaviors, capabilities, and customer award trends.  The Principal Estimator will collaborate with Competitive Intelligence Analysts to develop their estimates and work with Price to Win Analysts to convert the estimates to pricing projections and price to win recommendations. Key Responsibilities: Develop BOEs anchored in PWS requirements, workload information, asset counts and other data for projects that include facilities maintenance, utilities, grounds, custodial, roads & airfields, logistics/supply. Develop likely salary and total compensation projections for project labor categories using resources including salary surveys  SCA Wage Determinations, collective bargaining agreements and incumbent staff compensation. Research and analyze previous project awards, project funding history and customer budgets for future contracts to inform PTW recommendations. Work with Price to Win Analysts to develop competitor price projections for opportunities based on BOEs and competitive intelligence. Advise proposal teams on a PTW strategy for BOS/FOM opportunities, setting pricing targets and guardrails (e.g., walk‑away price, buy‑in thresholds, option‑year posture). Please note that this role is not a proposal estimator and not a finance role. It is a capture-critical, win-focused estimating and pricing authority with enough BOS operational and labor economics depth to model aggressive competitor pricing without losing awardability. Work Environment: Location: Remote Travel Requirements: Minimal 0-20% Working Hours: Standard Basic Qualifications: 15+ years of federal services pricing experience with significant focus on BOS, O&M, or installation support. Demonstrated success developing PTW estimates and pricing for BOS contracts ≥ $50M TCV, including defensible approaches for pricing below incumbent on recompetes. Prior experience at a government contractor and/or as a government cost analyst or estimator (IGCE development). Technical proficiency in BOE development, advanced Excel‑based pricing models, FAR/DFARS pricing. Demonstrated experience with firm fixed price or hybrid contract types.  Ability to identify risks and opportunities relative to the requirements and contract type. Preferred Qualifications: Former Base Operations Manager, Deputy Project Manager or Operations Lead. Experience across multiple DoD branches (Air Force, Army, Navy, USMC) and with both LPTA and Best Value procurements. Experience mentoring junior estimators and/or capture teams. Prior experience at a large Government Contractor or as a Government Cost Analyst (IGCE / ICE development) Basic Compensation: $136,000.00 - $204,000.00 The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity. Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation.
