Job Description Summary GE Healthcare China is seeking a strategic and innovative leader to serve as the Head of HR Center of Excellence (CoE) – Talent Management & Learning. This role is responsible for design, development, and implementation of global talent management and learning strategies that align with business objectives and drive employee engagement, leadership development, and organizational capability. At the same time, this role is responsible to drive local talent agenda (critical role competency & pipeline development); upgrade local talent program i.e. LDP/ BMLP/ entry level talent program; drive culture execution and culture survey quality impact to form a highly engaged workforce. This position plays a critical role to lead the whole Talent Management & Learning CoE team in shaping the future of talent and learning at GE Healthcare China, ensuring that our workforce is equipped with the skills and capabilities to lead in a dynamic, fast-paced healthcare environment. Job Description Key Responsibilities: Strategy Development:  Lead the global strategy for Talent Management and Learning, ensuring alignment with business goals, workforce planning, and succession management. Leadership Development:  Design and deliver enterprise-wide leadership development programs that build critical leadership capabilities at all levels. Talent Programs:  Oversee the design and implementation of talent programs including high-potential identification, talent reviews, and individual development planning. Learning Architecture:  Develop and maintain a comprehensive, scalable, and impactful global learning architecture, leveraging digital platforms and modern learning methodologies. CoE Team Leadership:  Lead a high-performing team of HR subject matter experts in Talent and Learning, driving innovation, collaboration, and continuous improvement. Change Enablement:  Partner with HR Business Partners and HR Operations to ensure successful deployment of talent and learning initiatives across the organization. Metrics & Analytics:  Define key performance indicators (KPIs) and use data analytics to measure the effectiveness and impact of talent and learning programs. External Insights:  Stay current on global trends and best practices in talent development, learning technologies, and leadership strategy to ensure GE Healthcare remains a talent leader in the industry. Qualifications: Bachelor’s degree in Human Resources, Organizational Development, Business Administration, or related field. Advanced degree preferred. Minimum of 15+ years of progressive HR experience, with at least 5 years in a senior leadership role focused on Talent Management and Learning. Demonstrated experience building and leading global HR strategies in a complex, multinational organization. Strong knowledge of adult learning theory, instructional design, digital learning platforms, and LMS systems. Experience with leadership assessment tools, 360 feedback processes, and competency modeling. Proven ability to influence and collaborate with senior executives and cross-functional teams. Excellent communication, presentation, and facilitation skills. Strong analytical skills with the ability to translate data into actionable insights. Preferred Qualifications: Experience in the healthcare or life sciences industry. Familiarity with GE or similar global enterprise systems and processes. Experience with change management and transformational initiatives.
