Job Description: ACCOUNTABILITIES: Environmental Services Responsibilities: O v e r se e all a spe c ts o f Environmental and Support Services in a cco r d a n c e w i t h t h e mi s s i o n a n d va l u e s o f T h e S a l vati o n A rmy Housing and Support Services . Provide supervision, direction and oversight to all Environmental and Support Services staff, ensuring that the facilities and related services are operating at high standards, including high levels of cleanliness, health and safety, facility maintenance and repair, and the delivery of nutritional meals. Oversee and monitor the quality of all external vendors/suppliers, office renovations and all construction projects. With input from the Executive Director, source and negotiate any/all required external services; manage external contractor agreements and review performance and efficiencies on an annual basis. Establishes, interprets, develops, implements and evaluates standards, policies & procedures for the ministry units including emergency and evacuation planning; administers all Fire Safety, Emergency Preparedness and Pandemic plans. Ensures compliance with funder and The Salvation Army Standards including accreditation requirements. Monitor the use and maintenance of equipment; ensure that regular equipment monitoring activities are implemented and documented for each facility. Actively participate in industry related associations to network, share experiences and acquire knowledge of industry standards and best practices. Receive and resolve serious staff, client and community complaints in dialogue with Program Managers, Executive Team, and Human Relations as necessary. Work with the Director of Programs and facility staff to make effective decisions based on occurrence reports in keeping with The Salvation Army’s policies and procedures, seeking input from Human Relations as required.  Review and evaluate effectiveness of environmental and support services by conducting audits, facility reviews, and client satisfaction at r egu la r ly a pp o i n t e d i n t e rvals a n d work with local Environmental Services staff to e n su r e r e v i s i o n o f services and procedures a s ne c e ss ary. Work with the Executive Director to effectively onboard new ministry units into the Model. Financial & Data Collection Responsibilities: Ensure that each facility prepares and implements routine and preventative maintenance schedules for all facility equipment; plan capital equipment replacement budget. In conjunction with the Executive Director and the Business Manager , develop and implement budgets for all aspects of environmental and support services at all facilities; administer and operate within the approved budgets for financial control and ensure optimum utilization of resources. Oversee the purchases of supplies and equipment and ensure inventory control. Prepare and maintain reports, statistical information and facility records as required by facility policies and procedures, funder requirements and government legislations. Work with and support facilities’ staff to ensure all documentation and records are completed in an organized and timely manner, i.e. shift reports, collection of data and incident reports, daily and monthly statistics and tracking staff hours and schedules. Prepare and submit reports, proposals, grant applications and service evaluations as requested by internal or external sources; maintain confidentiality of all records and statistical data. Health and Safety: Identify all safety requirements of each property; define hazards/impediments to a healthy and safe work environment; establish policies and procedures to address and control such hazards; implement health and safety initiatives; train all required individuals as necessary. Oversee and participate in Health and Safety Committees at all sites. Advises Executive Team on workplace safety, ensuring that all facilities remain in compliance with OSHA regulations, government legislation, Accreditation Standards and funder requirements. Ensure that all staff are aware of emergency procedures and are prepared to implement them immediately as necessary. Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures. Ensure the proper procedures are followed in the event of a workplace injury or illness, conducting incident investigations as applicable. Ensure steps in the Early and Safe Return to Work Program are followed as required. Human Resources: Communicate regularly with the Human Relations department regarding activities related to human resources and make suggestions that will improve efficiency, working conditions and procedures, including recruitment, on-boarding, and retention. Work with managers and supervisors to develop and implement frameworks and approaches that promote staff engagement and retention, ensuring that staff engagement starts with the on-boarding/probationary period. Work with Executive Director to ensure the Environmental and Support Services staffing model is missionally and financially sound at all facilities; review and manage departmental processes to identify gaps in efficiencies and recommend new approaches, initiatives and programs. Facilitate staff meetings based on the change management process and prepare Environmental and Support Services staff for adaptation to the model, including future mergers. Critical Relationship Management: Internal relationships: Executive Director, Management, Human Relations, Volunteers, Staff, Clients External relationships: Community Partners, Funders, Suppliers, Contractors MANAGERIAL/Technical Leadership RESPONSIBILITY : This position reports directly to the Executive Director or designate Manage supervisory Environmental and Support Services staff at various locations who in turn supervise Environmental and Support Services staff within each facility Oversee all external contractors/service providers FINANCIAL AND MATERIALS MANAGEMENT: Work with Executive Director and Business Manager to develop, monitor, and maintain budgets. Have input into Environmental and Support Services departmental budget requirements. Responsible for managing and operating within the approved budgets for relevant departments. Working Conditions: This is a permanent full-time position based on 40 hours per week. The working conditions are such that in order to meet the operational needs, job flexibility is required as it relates to hours of work and work schedule. Mostly works regular business hours – some evenings and weekends required. Normal location of work is within the Ontario Division including but not limited to: Halton, Hamilton, Dundas and Brantford. Attendance is required at monthly departmental meetings.  Rotational on-call duties. Travel between various Ministry Units is required. May encounter verbal abuse from clients. Education, Qualifications and Certifications: Completed a post-secondary degree in Business Administration, Social or Human Services Field or equivalent. Accreditation in Property Management would be an asset. Certificate in Food Services Management. Alternative combinations of education and experience may be considered. Non-Violent Crisis Intervention Certification and CPR/First Aid Certification would be an asset or willing to obtain. Experience and Skilled Knowledge Requirements: Minimum of four (4) years of prior related experience, including experience in facilities management, purchasing, food services; experience in supervision, leadership, coaching, and motivating staff and working in the social services sector, including environments that provide services to marginalized clientele. Minimum of five (5) previous years of applied experience in all aspects of general property operations, including building maintenance, capital asset planning, capital and maintenance, contract tenders/renewals, administration and budgeting. Knowledge of nutrition and meal preparation. Skills and Capabilities: Develop an understanding of the Mission of The Salvation Army in Canada and its implications as related to position responsibilities and support the Mission in all aspects of work, including the manner in which responsibilities are fulfilled. Maintain information in confidence as required. Participate as an active and responsible team member. Participate in probationary and annual performance appraisal process.  Provide necessary resources, supports and training to Environmental and Support Services staff. Represent the organization in a professional and engaging manner and assist personnel whom the position supports in developing those skills as required. Attentive listening skills for the purpose of supervision, counseling, and conflict resolution. Must have strong skills and experience using word processing (WORD); spread sheet use (EXCEL). Establish and maintain positive working relationships with others, both internally and externally, to achieve the goals of the organization. Develop new and unique ways to improve the delivery and efficiency of environmental services. Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem. Be able to lift/move more than 20 pounds as required. Valid Ontario Driver’s License, personal vehicle required and insurance, current copy of driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required. Provide an original copy of a Background Check with vulnerable sector screening and Enhanced Security Clearance that is satisfactory to The Salvation Army, in its sole discretion, is required. The screening is secured either through the national Canadian Police Information Centre (CPIC) or through a local police detachment. Be able to obtain clearance through the Enhanced Reliability Screening through Corrections Canada. Screening through The Salvation Army Abuse Registry. Compensation: The target hiring range for this position is $66,831.48 to $83,539.35 with a maximum of $100,247.22. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
