General Description: *This is for the 2026-2027 School Year* Responsible for assessing student’s functional vision deficits; provides appropriate evidence-based interventions to meet the objectives of students’ IEPs; provides appropriate recommendations for student accommodations and assistive technology, provides instruction and training as required for school staff, students, and parents; and provides recommendations for program development. Job Description: Essential Job Functions : Assists in identifying students requiring evaluation and/or services.  Assesses students’ vision to determine functional deficits that are impacting access and participation to the specialized education program. Screens and evaluates students on referral of the schools screening committees to determine if vision services are indicated in the educational setting. Provides direct or consultative (including provision of special materials) services as indicated by evaluation of students. Follows all LEA and VDOE guidelines regarding special education timelines for completion and submission of written evaluations. Maintains ongoing and up-to-date documentation of functional vision changes in students, as well as keeping written records. Works cooperatively with department staff, school staff, parents, and personnel in community services to assist in determining appropriate and required vision services. Provides recommendations for appropriate accommodations, modifications, adapted equipment, and assistive technology. Provides services in the least restrictive environment with the ultimate goal of having the student able to generalize new learned skills in a variety of environments. Provides guidance and required information to the Vision Program Technician. Provides inservice training for education of staff, outside agencies, parents, and other stakeholders. Participates in trainings, meetings, workshops, and other professional learning opportunities. Assists in program planning when students receiving vision services move from one school or program to another. Assesses student learning on an ongoing basis and alters instruction to meet group/individual needs. Attends low vision appointments and vision related medical appointments as requested  through the Virginia Department for the Blind and Vision Impaired (DBVI) and communicates with physicians when necessary.  Requisitions and maintains supplies and equipment. Frequent walking, standing, light lifting up to 25 pounds. Physical agility to drive, bend, stoop, sit on the floor, climb stairs, walk and reach overhead. Frequent movement throughout the school facilities is required. Occasional lifting of objects up to 40 pounds and moving of students weighing up to 150 pounds with assistive equipment may be necessary. Occasional movement of students by wheelchair and other mechanical devices may be necessary. Occasional travel with students on field trips may be necessary.   Work Environment :  The employee regularly works in a school setting. The noise level ranges from quiet to moderate. Exposure to potentially infectious diseases and bloodborne pathogens is possible. Qualifications: Working knowledge of the concepts, principles and methodologies of instruction and understanding of Special Education policies and procedures on the county, state, and federal level. Demonstrated ability to develop instructional goals and to design, write, and deliver Individualized Educational Plans (IEP)s. Demonstrated ability to prioritize and schedule work tasks independently. Demonstrated ability to communicate program goals orally and in writing. Demonstrated ability in decision making, problem analysis, conflict resolution, interpersonal relationships, and planning. Ability to be flexible in areas of responsibility. Efficient use of technology to write and share reports, provide electronic input on students’ IEPs, and complete required department documentation. Demonstrated understanding of academic curriculum, design and deliver instruction, and to assess students’ learning. computer technology for teaching, learning, research, and communication.  Demonstrated ability to analyze student needs and provide program activities consistent with those needs.   Additional Job Requirements: Must hold or be eligible for a Virginia teaching license with an endorsement in Visual Impairments. Must be First Aid/CPR, and AED certified, and maintain current certifications. Valid VA Driver’s License.
