We are seeking a high-caliber professional to serve as a dual-function Bid & Business Operations Manager . You will be the primary engine behind our public and private procurement efforts in Romania and the main support to the Country Manager for local administrative and operational excellence. This role requires a rare mix of legal precision (for tenders) and executive-level organizational skills (for business management). What you’ll do Bid Management Responsibilities (Public & Enterprise) End-to-End Tender Lifecycle: Lead the identification, preparation, and submission of bids for the Public Sector ( via SICAP/SEAP ) , European Projects (TED) and Large Enterprises (Monitor and respond to opportunities on SAP Ariba , Coupa , and Oracle , ensuring our vendor profile is always “Gold Status”). Documentation & Compliance: Manage the DUAE/ESPD process, ensuring all fiscal certificates, ONRC documents, and legal requirements are 100% compliant and up-to-date. Stakeholder Coordination: Liaise with the Legal Department for contract reviews and coordinate with Technical Teams to ensure the "Caiet de Sarcini" requirements are fully met in the final proposal. Electronic Submission: Expert management of digital signatures and the technical uploading of multi-lot offers into national procurement portals. Post-Award Support: Handle the preparation of "Awarding Documents" and manage formal communication/clarifications with Evaluation Committees. Business Manager & Administrative Support Office Governance: Oversee local office operations, manage relationships with Romanian vendors (IT, Facilities, Insurance), and optimize internal workflows. Financial Liaison: Support budget monitoring and act as the bridge between the local office and the external accounting firm for invoice and expense processing. Corporate Secretary Duties: Ensure the company’s "Legal Kit" (CUI, PoAs, licenses) is always ready for audits or sudden tender opportunities. Reporting: Consolidate data into weekly/monthly KPIs to provide the Country Manager with clear visibility into bid performance and local Opex. Ensuring that all activities and duties are carried out in full compliance with regulatory requirements and supporting the continued implementation of the Group Anti-Bribery and Corruption Policy. Academic & Technical Background University Degree: Law, Economics, or Engineering preferred. Certification: Certified "Expert Achiziții Publice" (ANC) is highly preferred. Platform Mastery: Advanced knowledge of SICAP/SEAP, SAP Ariba, Coupa, Advanced Excel and electronic signature protocols. Digital Signatures. Software Proficiency: High level of competence in MS Excel and Project Management software. Professional Experience Tender Expertise: 5+ years of experience in bid management, specifically handling high-value projects in the Romanian market (Telecommunications/IT sector experience is a major asset). Operations Experience: 2+ years in an administrative support or business operations role. Language: Fluent Romanian and English.
